How Long Is EB-3? Recruitment-to-Green-Card Timeline

EB-3 Other Workers usually takes several years from recruitment to green card; the longest wait is the priority date queue. No one can guarantee a timeline.

Short answer: EB-3 has no official fixed total. In practice, going from employer recruitment to a green card is typically measured in several years, and the longest stretch is usually waiting for the priority date to become current. For EB-3 Other Workers born in Taiwan, Hong Kong or Macau, the October 2026 Visa Bulletin final action date is 1 January 2022, and the November 2026 bulletin moves it to 1 June 2022. Your priority date must be earlier than that date before the last steps can proceed. No one can guarantee a timeline, so estimate stage by stage.

How long does each EB-3 stage take?

| Stage | Rough observation (as of October 2026) |
| Prevailing wage determination | Often several months |
| Recruitment | About 2 to 3 months |
| PERM adjudication | Recently often a year or more; check DOL FLAG processing times |
| I-140 | Several months at regular speed; premium processing (Form I-907) is 15 business days for most EB-3 petitions |
| Waiting for a visa number | Currently several years; see below |
| NVC and consular interview (or I-485 inside the U.S.) | Usually several months or more |

These are experience-based ranges, not promises. Check the current DOL and USCIS processing times. For step-by-step detail, see EB-3 process: PERM, I-140 to green card.

How long is the priority date wait?

EB-3 Other Workers has a cutoff date for every country. In the October 2026 Visa Bulletin, the final action date for Taiwan, Hong Kong and Macau is 1 January 2022, with a Dates for Filing date of 1 June 2022; the November 2026 bulletin moves the final action date to 1 June 2022. Mainland China, India and others have different dates, so check the current bulletin. Your priority date must be earlier than the bulletin date, and the bulletin date currently sits nearly five years in the past. That is why this stage is measured in years.

For PERM-based cases, the priority date is the date the PERM (ETA-9089) was filed with the Department of Labor, not the approval date. So the earlier PERM is filed, the earlier your place in line. See the October 2026 Visa Bulletin EB-3 explained.

What stretches the timeline most?

  • A PERM audit
  • Incomplete recruitment or experience documents causing a denial and a restart
  • An RFE on the I-140
  • Expired medical (I-693) or police certificates that must be redone; these have limited validity, so follow the consulate's or USCIS's current instructions
  • The employer dropping sponsorship mid-stream; see what if the employer withdraws

What if I am outside the U.S.?

If you live outside the U.S., the case is generally processed through the NVC and then a consular interview, so documents, medical exams and the interview need to be prepared ahead. Most applicants in Taiwan and Hong Kong follow this route, and Form I-485 does not apply to them.

How should I set expectations?

Share a best, likely and worst-case timeline with your family and check the Visa Bulletin monthly. If a PERM or I-140 is already underway, ask the employer's attorney which stage it is at and what comes next. By law, the employer must pay all PERM labor-certification costs, and they cannot be charged to you.

Frequently asked questions

How long does EB-3 Other Workers take in total?

Typically several years, with no fixed number of days. PERM plus I-140 processing and the current multi-year priority date wait are the main components, and the actual time varies by case and by bulletin movement.

Can I-140 premium processing shorten the whole process?

It can only shorten the I-140 stage. PERM and the priority date queue are not affected, so while the queue remains long, the effect on the overall time is limited. See [I-140 premium processing](/en/blog/eb3-i140-premium-2026/).

When does my priority date start?

For PERM cases it is the date the PERM was filed with the Department of Labor, not the approval date.

Can anyone guarantee this timeline?

No. PERM, I-140, the Visa Bulletin and consular scheduling are outside the applicant's and our control. Rely on official publications.

Can the cutoff date move backward?

Yes, it is possible. Visa Bulletin dates can advance, stall or retrogress, so check monthly.
