Visa Bulletin · October 2026

Your wait depends on where you were born

Green card numbers are allocated by country of birth, not nationality or residence. These are the current EB-3 Other Workers dates. If your priority date is earlier than the date shown, you can move forward.

Born in mainland China, spouse born elsewhere?

Under U.S. immigration law (cross-chargeability), a married couple immigrating together can usually use whichever spouse's country of birth has the shorter wait. A mainland-born applicant married to someone born in Taiwan or Hong Kong may be able to use the worldwide dates.

Already in the U.S.?

When USCIS allows the Date for Filing chart, applicants with valid status can file for adjustment of status, a work permit and a travel document earlier, while waiting for the final action date.

Application process

Four stages from application to green card

  1. Candidate screening

    About 2–6 weeks

Complete the eligibility check, choose a position and submit identity and background documents for review.

  2. Employer offer letter

    About 2–8 weeks

The sponsoring employer interviews you and issues a formal offer of permanent, full-time employment.

  3. PERM labor certification

    About 12–20 monthsETA-9141 · ETA-9089

Prevailing wage, U.S. recruitment and PERM filing with the Department of Labor. The filing date becomes your priority date.

  4. I-140 and visa

    Set by the Visa BulletinI-140 · DS-260 / I-485

The employer files the I-140. When your priority date is current, you attend a consular interview or adjust status in the U.S.

Timing. With the October 2026 final action date for Other Workers at January 1, 2022 for most countries, new cases face a multi-year wait after PERM approval. Plan for roughly 4 to 6 years or more in total, and longer for applicants born in China or India.
